On border crossing in connection with COVID-19

Starting from November 1, 2020, the Republic of Belarus temporarily suspends border crossing for foreign citizens and stateless persons at highway checkpoints, simplified checkpoints, checkpoints at railway stations, checkpoints in river ports across the State Border of the Republic of Belarus in order to prevent the spread of infection caused by COVID-19.
 
The restrictions do not apply to:
1. foreign nationals travelling on diplomatic and service passports; 
2. heads and members of official delegations; 
3. foreigners providing international aid to the Republic of Belarus; 
4. drivers of vehicles when performing international road transportation as well as transportation of international mail;
5. members of crews of inland water transport vessels, train brigades, locomotive brigades of international railway communication; 
6. foreigners who are spouses, parents or children of Belarusian citizens; 
7. foreigners having the right for permanent or temporary residence on the territory of the Republic of Belarus; 
8. foreigners having the permission to work or documents confirming labor activity on the territory of the Republic of Belarus; 
9. foreigners coming to the Republic of Belarus upon notification about serious illness or death of a close relative; 
10. foreigners carrying stem cells, organs for transplantation; 
11. citizens of the Russian Federation who are in transit through the territory of the Republic of Belarus to the Russian Federation; 
12. foreigners in transit through the territory of the Republic of Belarus in accordance with the Agreement between the Government of the Republic of Belarus and the Cabinet of Ministers of Ukraine on the simplified procedure for passage of the section of the Slavutich-Chernobyl highway, which passes through the territory of the Republic of Belarus, employees, vehicles and cargoes of the Chernobyl NPP and enterprises operating in the exclusion zone, as well as foreign specialists involved in international projects to close down the Chernobyl nuclear power plant.
 
Persons arriving in Belarus through Minsk National Airport are not subject to the restrictions.
 
About self-isolation
 
Citizens of the Republic of Belarus, foreigners who are spouses, parents or children of Belarusian citizens, as well as foreigners who have the right to permanent or temporary residence in Belarus, within 10 calendar days from the date of arrival in Belarus from foreign countries included by the Ministry of Health in the list of countries with unfavorable situation with COVID-19 (http://minzdrav.gov.by/ru/dlya-belorusskikh-grazhdan/strany-krasnoy-zony.php), must be in self-isolation and not subject to subsequent passage across the border before the expiration of the 10-day period.

The restrictions do not apply to:
1. employees of diplomatic missions and consular offices of the Republic of Belarus in foreign countries that have diplomatic and service passports, as well as their family members; 
2. drivers of vehicles intended for international road transportation, as well as the transportation of international postal consignments; 
3. crew members of aircraft, inland water transport vessels, train brigades, locomotive brigades of international railway communication; 
4. individuals who have arrived in Belarus after their official business trip.
