Visas

Entry to and exit from Belarus, as well as transit in travel through the territory of the country is possible only with a valid passport (any other appropriate document meant for leaving abroad), as well as a visa. It is possible to receive a Belarusian entry visa by applying to any diplomatic mission and consular institution of Belarus (when applying abroad — http://belarusfacts.by/belembassy/index_eng.html), as well as to the Chief Consular Directorate of the MFA of Belarus (in Minsk).

All visa applicants are to submit to the Embassy the following documents:


1. Filled in application form


•    The form must be filled in completely; no blank spaces should be left.
•    Answers to the questions of the visa application form must be complete and logically consistent and indicate the real purpose of the trip.
•    If a question does not apply, please type “N/A”.
•    The visa application form is signed by the foreign citizen personally.
•    The visa application form for a minor is signed by his or her legal representative.
•    The form to be filled in block letters.
•    Incomplete forms will be returned to the applicants unprocessed.


2. One photo


The photograph must meet certain requirements specified in the international standard ISO / IEC 19794-5:


•    size 35x45 mm;
•    full face, against an even light background;
•    high resolution, no corrugation or ink allowed;
•    6 months-older photos not accepted.


3. Passport (and a copy):


Passport submitted by the foreign citizen must:


•    contain a photograph of the owner. In case minors accompanying the foreigner are included into the entry visa, the foreign travel document should contain photographs of those persons;
•    have at least two blank pages intended for visas;
•    the document shall be valid as long as at least 90 days after the expected date of departure of a foreign citizen from the Republic of Belarus.


4. Visa support documents, depending on visa type:


• Type B — Transit visa


Transit visa can be issued for transit through the territory of the Republic of Belarus for the stated period, but not more than for 1 year, and is valid for 2 days from the date of entry of a foreign citizen into the Republic of Belarus.


Transit visa is issued for single, double and multiple transit through the territory of the Republic of Belarus in case the foreigner has the visa of the country of one’s final destination or can confirm that one does not have to obtain visa to the country of one’s final destination.


If a visa to enter a third country is not required, other grounds for issuance of a transit visa are taken into account, including railroad, motor or airline tickets or booking confirmation.


• Type C — A short-term visa


Short-term visa (type C) for the purpose of:

Making a business trip, participating in sports / cultural activities.


The visa can be issued based on the following document:


• an original application of a legal entity of the Republic of Belarus, issued on the letter-head with the full name of the entity, its location and telephone number, and the commitment of the legal entity that the foreigner shall comply with the rules of stay in the Republic of Belarus, sealed by the legal entity.


The visa is issued for up to 90 days and may be single-entry, double-entry and multiple-entry.

Tourism.


The visa can be issued based on one of the following documents:


•    an original application of a Belarusian tourist company, issued on the letter-head with the full name of the tourist company, its location and telephone number, and the commitment of the tourist company that the foreigner shall comply with the rules of stay in the Republic of Belarus, sealed by the tourist company;
•    an original application of a treatment center or a health improvement organization, issued on the letter-head indicating its full name, location and telephone number, purpose, period of stay of a foreign citizen, the services provided, confirmation of the voucher reservation and full or partial prepayment for the services, as well as the commitment of the treatment center or health improvement organization that the foreigner shall comply with the rules of stay in the territory of the Republic of Belarus, sealed by the organization;
•    an original application of a rural tourist business with its name and address, purpose, period of stay of a foreign citizen, the services provided and the commitment of the rural tourist business that the foreign citizen shall comply with the rules of stay in the Republic of Belarus and copies of the documents confirming the right to provide its services in the sphere of rural tourism.


The visa is issued for up to 30 days and may be single-entry or double-entry.

Visit for private purposes.


The visa can be issued based on one of the following documents:


•    an original invitation issued by the local division of the Citizenship and Migration Department of the Ministry of Internal Affairs of the Republic of Belarus;
•    official confirmation (such as physician certified report or death certificate) on serious illness or death of a close relative or spouse – for processing a visa to a foreigner, as well as to his close relatives and family members, whose close relative or spouse became seriously ill or died in Belarus;
•    an original document confirming the ownership of the real estate property in Belarus for processing a visa to the owner of that property and to his or her family members;
•    application made by Belarusian healthcare institution or contract for medical services with Belarusian healthcare institution prepared in accordance with Belarusian legislation – for processing a visa to a foreigner who needs to receive a medical care in Belarus as well as to his escort person, if required;
•    a subpoena.

By the prior consent of the consular officer  an application prepared by a citizen of the Republic of Belarus in accordance with a specified form, whose signature is certified by:


•    Consular officer of the Embassy of Belarus authorized to perform notarial acts;
•    A notary public of the Republic of Belarus.
(The application of a citizen of the Republic of Belarus is valid for 90 days from the date of the notarial certification of the signature of the citizen of the Republic of Belarus).

The visa is issued for up to 90 days and may be single-entry, double-entry and multiple-entry.


Study:


The visa can be issued based on one of the following documents:


•    an original invitation from an organization, which, in accordance with the law of the Republic of Belarus, is entitled to issue such invitations, coordinated with the local division of the Citizenship and Migration Department of the Ministry of Internal Affairs, in the territory of which the organization is situated.
•    a correspondent notification in electronic form sent to the Embassy by the local division of the Citizenship and Migration Department of the Ministry of Internal Affairs.

On arrival in Belarus with a short-term student visa a foreign citizen shall seek to receive a sojourn permit and, if necessary, — a multiple exit-entry visa from the local division of the Citizenship and Migration Department of the Ministry of Internal Affairs of the Republic of Belarus.


The visa is issued for up to 90 days and may be single-entry, double-entry and multiple-entry.


Employment:


The visa can be issued based on one of the following documents:


•    a notary certified copy of a special employment permit of a migrant in the Republic of Belarus issued by the local division of the Citizenship and Migration Department of the Directorate of Internal Affairs of Minsk City Executive Committee, Department of Internal Affairs of a Regional Executive Committee;
•    a correspondent notification in electronic form sent to the Embassy by the local division of the Citizenship and Migration Department of the Directorate of Internal Affairs of Minsk City Executive Committee, Department of Internal Affairs of a Regional Executive Committee


On arrival in Belarus with a short-term employment visa a foreign citizen shall seek to receive a sojourn permit and, if necessary – a multiple exit-entry visa from the local division of the Citizenship and Migration Department of the Directorate of Internal Affairs of Minsk City Executive Committee, Department of Internal Affairs of a Regional Executive Committee.


The visa is issued for up to 90 days and may be single-entry, double-entry and multiple-entry.


Religious reasons:


The visa can be issued based on the following document:


•    an original application of a religious association issued on the letter-head with the full name of the religious association, its location and telephone number, and the commitment of the religious association that the foreign citizen shall comply with the rules of stay in the Republic of Belarus, sealed by the religious association and approved by the Commissioner for Religious and Ethnic Affairs.


The visa is issued for up to 90 days and may be single-entry, double-entry and multiple-entry.

Visit to cemetery:


The visa can be issued based on the following document:


•    an original certificate of a local executive committee confirming the fact of burial in the Republic of Belarus and the maintenance of the graves of close relatives or spouse of a foreign citizen.


The visa is issued for up to 90 days and may be single-entry, double-entry and multiple-entry.


Implementation of humanitarian programs, including foreign donations, children’s rest and recuperation and voluntary gratuitous works:


The visa can be issued based on the following document:


•    an original application letter of the Department for Humanitarian Activities of the Administration of the President of the Republic of Belarus or another governmental body authorized by the law of the Republic of Belarus.


The visa is issued for up to 90 days and may be single-entry, double-entry and multiple-entry.


Journalistic activity:


The visa can be issued based on the following document:


•    a document confirming the temporary accreditation of the foreign journalist to the Ministry of Foreign Affairs of the Republic of Belarus.


The visa is issued for up to 90 days and may be single-entry, double-entry and multiple-entry.


• Type D — A long-term multiple-entry visa


For issuance of a long-term multiple-entry visa (type D) effective, as a rule, for one year with the right to stay up to 90 days per year, unless otherwise stipulated in the international treaties of the Republic of Belarus, for the purpose of:


Maintaining business contacts, participating in sports / cultural activities:


The visa can be issued based on the following documents:


•    an original application of a legal entity of the Republic of Belarus, issued on the letter-head with the full name of the entity, its location and telephone number, and the commitment of the legal entity that the foreign citizen shall comply with the rules of stay in the Republic of Belarus, sealed by the legal entity;
•    copies of the contract (cooperation agreement) between the Belarusian legal entity and a foreign citizen or foreign organization in which he works, confirming the existence of stable business relationship, or any documents of the Belarusian legal entity (including the articles of incorporation) confirming that the foreigner is an incorporator of Belarusian commercial organization or is an employee of foreign company which established commercial company in Belarus, sealed by the Belarusian legal entity, or a schedule of sports events;
•    if necessary, where decided by the consular officer — other documents confirming information contained in the application and the existence of business contacts must be submitted.


A long-term visa for the purpose of business contacts maintenance can be issued on the basis of an application of a representative office of a foreign company or bank in the Republic of Belarus for an entry visa:


•    to managers and employees of the representative office of a foreign company or bank in the Republic of Belarus;
•    to founders, managers and employees of a foreign enterprise (organization), which has established this office — in order to supervise the representative office or any activities directly related to the work of the representative office.


A long-term visa multiple-entry is also issued by the order of the Consular Directorate of the Ministry of Foreign Affairs on the basis of the applications from the governmental authorities, regional executive committees and Minsk City Executive Committee, received by the Consular Directorate of the Ministry of Foreign Affairs.

Visit for private purposes:


The visa can be issued based on one of the following document:


•    an original invitation issued by the local division of the Citizenship and Migration of the Ministry of Internal Affairs of the Republic of Belarus;
•  an original document confirming the ownership of the real estate property in Belarus for processing a visa to the owner of that property and to his or her family members;
•   an original application made by Belarusian healthcare institution or contract for medical services with Belarusian healthcare institution prepared in accordance with Belarusian legislation – for processing a visa to a foreigner who needs to receive a medical care in Belarus as well as to his escort person, if required;

upon the prior approval of the consular officer  — application of  a citizen of the Republic of Belarus in accordance with a specified form, whose signature is certified by the Belarusian consular officer or a notary public of the Republic of Belarus, when the invited foreign citizen is his/her  spouse or a close relative.

Religious reasons:


The visa can be issued based on the following document:


•    an original application of a religious association, issued on the letter-head with the full name of the religious association, its location and telephone number, sealed by the religious association, and the commitment of the religious association that the foreign citizen shall comply with the rules of stay in the Republic of Belarus sealed by the religious association and approved by the Commissioner for Religious and Ethnic Affairs.

Visits to cemeteries:


The visa can be issued based on the following document:

•    a journalist visa is issued to mass media representatives of foreign states in connection with their permanent accreditation in the Ministry of Foreign Affairs of the Republic of Belarus.

 


Employment:

 


The visa can be issued based on the original application of a legal entity of the Republic of Belarus, issued on the letter-head with the full name of the entity, its location and telephone number, and the commitment of the legal entity that the foreign citizen shall comply with the rules of stay in the Republic of Belarus, sealed by the legal entity and one of the following documents:

•    a notary certified copy of a special employment permit of a migrant in the Republic of Belarus issued by the local division of the Citizenship and Migration Department of the Directorate of Internal Affairs of Minsk City Executive Committee, Department of Internal Affairs of a Regional Executive Committee;
•    a correspondent notification in electronic form sent to the Embassy by the local division of the Citizenship and Migration Department of the Directorate of Internal Affairs of Minsk City Executive Committee, Department of Internal Affairs of a Regional Executive Committee.

On arrival in Belarus with a long-term employment visa a foreign citizen shall seek to receive a sojourn permit and, if necessary – a multiple exit-entry visa from the local division of the Citizenship and Migration Department of the Directorate of Internal Affairs of Minsk City Executive Committee, Department of Internal Affairs of a Regional Executive Committee.

5. Medical insurance policy.

On July 1, 2014 the new procedure and conditions of the obligatory medical insurance of foreign citizens and stateless persons travelling to the Republic of Belarus and temporarily residing in the Republic of Belarus were introduced.

The visa applicants should submit the obligatory medical insurance policy of the Belarusian enterprises “Belgosstrakh” or “Beleximgarant”, foreign medical insurance policy, medical insurance card or other document that confirms its existence.


The foreign medical insurance policy or document that confirms its existence can be presented in original or copy and should contain the following information:


 — the name and address of the foreign insurance company, phone number of the foreign insurance company or of the international assistance company, the full name of the foreign citizen;
 — the territorial validity should include the Republic of Belarus;
 — it should be valid for the period of the travel or temporary residence in the Republic of Belarus;
 — the minimum limit of responsibility of the medical insurance is 10 000 Euro.


The foreign citizens, who have the right to enter the Republic of Belarus without visa and are obliged to have the medical insurance policy, should submit the medical insurance policy or medical insurance card that corresponds to the above-mentioned conditions to the employees of the State Border Committee when entering the Republic of Belarus.

Registration, extension of registration and issuance of the temporary residence permits to the foreign citizens by the employees of the Ministry of Internal Affairs is being made for the period not exceeding the validity of the medical insurance.

The foreign citizens should have the medical insurance agreement, medical insurance policy of the Belarusian or foreign insurance company or the documents that confirm the existence of the medical insurance agreement with foreign company during their travel to Belarus in original.


The medical insurance is not required for:


 — heads of the foreign states and governments, members of the parliamentary, governmental and official delegations invited by the governing bodies of the Republic of Belarus and technical personnel of these delegations;

 — heads and members of the diplomatic and consular missions, representations of the international organizations in the Republic of Belarus and their family members;

 — United Nations employees — holders the Laissez-Passer issued by the United Nations;

 — crew members of the international air flights and crew members of the trains of the international routes;

 — foreign air force crew members and other military personnel who arrive in the Republic of Belarus to take part in the military exercises;

 — persons residing in the Republic of Belarus as the representatives of the foreign border guard authorities;

 — citizens of the states that have an agreement with the Republic of Belarus that regulates the questions of rendering the medical emergency services free of charge;

 — foreigners that apply for a refugee status in the Republic of Belarus;

 — foreigners who travel to other countries via Belarus by train or by air in trains of the international routes and planes of the civic international air companies.

CITIZENS OF OTHER STATES ARE REQUIRED TO CONTACT THE EMBASSY OF BELARUS IN INDONESIA THROUGH E-MAIL IN ORDER TO OBTAIN INFORMATION REGARDING THE CONSULAR FEE.


Visas for children up to 14 years old are free of charge.

General information


At the request of the consular officer additional documents may be required for issuance of an entry visa (itinerary of the travel, flights reservation, hotel booking confirmation etc.).


A consular officer makes a decision about granting an entry visa on the basis of the documents submitted, the results of an interview, if required, within 5 working days from the date of application (as a matter of urgency — within 2 working days), which is final.


A consular officer may reduce the number of entries granted by the visa and the validity of the visa.


Please note that visas cannot be changed, extended or transferred. If your travel plans changed after the visa has been issued you have to reapply for a new visa on the general grounds.


A consular officer is not obliged to indicate the reasons for visa denial.


The visa decision can not be appealed.


In the event of visa denial the consular fee is not reimbursed.


Important: Upon the arrival to Belarus, you need to register at the local citizenship and migration office of the Ministry of Internal Affairs of the Republic of Belarus within 5 business days.


To extend the term of stay of a foreign citizen on the territory of the Republic of Belarus or if your visa to Belarus is up to 90 days but you intend to stay longer, please contact the local citizenship and migration office of the Ministry of Internal Affairs of the Republic of Belarus to obtain:


•    An exit visa.
•    A sojourn permit and, if necessary, an exit-entry visa in addition to it.
