Bilateral relations with Malaysia

Diplomatic relations between the Republic of Belarus and Malaysia were established on March 5, 1992.

Ambassador of the Republic of Belarus to the Republic of Indonesia H.E. Mr. Valery Kolesnik is the non-resident Ambassador to Malaysia since September 2017. In March 2012 — July 2017 H.E. Mr. Vladimir Lopato-Zagorsky was accredited as the Ambassador of Belarus to Malaysia.

In June 1999, Belarusian delegation headed by Deputy Prime Minister — Minister of Foreign Affairs of the Republic of Belarus Mr. Latypov paid a working visit to Malaysia.

In February 2003, a Belarusian delegation headed by the Minister of Foreign Affairs of the Republic of Belarus Mr. Hvostov took part in the XIII Summit of the Non-Aligned Movement in Kuala-Lumpur.

In May 2006, the Minister of Foreign Affairs of the Republic of Belarus Mr. Sergei Martynov met with the Minister of Foreign Affairs of Malaysia Mr. Syed Hamid Albar on the margins of the ministerial meeting of the Non-Aligned Movement in Putrajaya (Malaysia).

In July 2007 the Minister of Foreign Affairs of the Republic of Belarus Mr. Sergei Martynov paid a visit to Malaysia.

In June 2009, the Ministers of Foreign Affairs of Belarus and Malaysia met at the summit of the Non-Aligned Movement in Sharm el-Sheikh (Egypt).

In June 2010, the Deputy Minister of Foreign Affairs of the Republic of Belarus Mr. Sergei Aleinik accompanied by representatives of the Belarusian business circles visited Malaysia.

In May 2012, the Deputy Minister of Foreign Affairs of Belarus Mr. Sergei Aleinik met with the Deputy Minister of Foreign Affairs of Malaysia Hon. A. Kohilan Pillay on the margins of the Ministerial meeting of the Coordinating Bureau of the Non-Aligned Movement in Sharm el-Sheikh.

In June 2012, Belarus Minister of Industry Mr. Dmitry Katerinich met with the Minister of International Trade and Industry of Malaysia Mustapa bin Mohamed in Moscow.

In March 2015, the delegation of the Ministry of Taxes and Duties of the Republic of Belarus headed by the Deputy Minister Mrs. Ella Selitskaya visited Malaysia to conduct negotiations on the draft Agreement for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income.

In October 2016, the Deputy Minister of Foreign Affairs of the Republic of Belarus Mr. Valentin Rybakov visited Malaysia. Meetings at the Ministry of Foreign Affairs, Ministry of Agriculture and Agro-Based Industry, Ministry of International Trade and Industry, Ministry of Defense, Ministry of Higher Education, as well as at the Parliament, the National Chamber of Commerce and with the executives of Malaysian companies were held during the visit.

Inter-parliamentary cooperation is being developed. 

Chairman of the House of Representatives of the National Assembly of the Republic of Belarus Mr. Vladimir Andreichenko met with the Vice President of the House of Representatives of the Parliament of Malaysia Mr. Wan Junaidi bin Tuanku Jaafar on the margins on the 120th IPU Assembly (April 5-10, 2009, Addis Ababa, Ethiopia).

Belarus and Malaysia parliamentary delegations hold regular meetings during yearly sessions of ASEAN Inter-Parliamentary Assembly (2012 – in Indonesia, 2013 – in Brunei, 2014 – in Laos, 2015 – in Malaysia, 2017 – in the Philippines, 2018 – in Singapore).

In August 2014, Malaysian parliamentary delegation headed by the Deputy Speaker of the House of Representatives of the Parliament of Malaysia the Hon. Datuk Seri Ronald Kiandee visited the Republic of Belarus.

In December 2016, the Speaker of the House of Representatives of the Parliament of Malaysia Tan Sri Datuk Seri Panglima Pandikar Amin Mulia made an official visit to Belarus. Meetings with the President, Prime Minister, top officials of the National Assembly of the Republic of Belarus, Governor of Minsk Region were held.

In 2020, the National Assembly of the Republic of Belarus of 7th convocation set up a working group for cooperation with the Parliament of Malaysia. In 2020, Malaysia-Belarus Parliamentary Friendship Group was formed in the Parliament of Malaysia.

Belarus and Malaysia signed:

– Memorandum of Understanding between the National Academy of Sciences and the Academy of Sciences Malaysia on Scientific and Technical Cooperation in May 2013, 

– Memorandum of Understanding on the Inter-Parliamentary Cooperation between the House of Representatives of the National Assembly of the Republic of Belarus and the House of Representatives of the Parliament of Malaysia In December 2016, 

– Cooperation Agreement between Belarusian State University and the University of Malaya in November 2016.

There is a supply of products of the Belarusian petrochemical complex, as well as measuring instruments and dairy products.Major exports from Belarus to Malaysia are potash and mineral fertilizers, products from stone and of inorganic chemistry.

Belarus imports from Malaysia clothes rubber products, electronic integrated circuits, communications equipment, medical devices and communications equipment.

In May 2013, the National Exposition of the Republic of Belarus was arranged at the 24th International Exhibition of Invention, Innovation and Technology «ITEX 2013» in Kuala-Lumpur.

In May 2015, a delegation of Malaysian agricultural holding Felda Global Ventures Holding visited Belarus. The delegation met with the Prime Minister of the Republic of Belarus Mr. Andrei Kobyakov and discussed  the supplies of potash fertilizers to Malaysia.

In October 2015, Belarus–Malaysia business-forum was held at the Business and Cultural Complex of the Embassy of Belarus in Moscow. 

Increasing supplies of Belarusian dairy products and potash fertilizers to Malaysia contributes to the growth of Belarusian exports to this country. As a result, in 2020 Belarusian exports to Malaysia increased by 42.3% (compared to 2019) and reached 118.2 million US dollars. 

Bilateral political cooperation is developing. On October 26, 2021 online consultations were held between the Ambassador of Belarus in Jakarta Mr.Valery Kolesnik and the Director of European Affairs of the Malaysian Foreign Ministry Mr.Khalid Abbasi.

On March 5, 2022 Foreign Ministers of the two countries Mr.Vladimir Makei and Mr.Saifuddin Abdullah exchanged congratulatory messages on the occasion of the 30th anniversary of the establishment of diplomatic relations.

In 2021, Belarusian exporters continued to explore the Malaysian market. At the end of the year, the growth in the supply of whey amounted to 116.8% (compared to 2020), furniture — 278.4%. According to the new position «yogurt and kefir», products worth $0.7 million were shipped, «carbon» — $0.4 million US dollars. Belarusian services in 2021 were provided for $49.5 million US dollars or 196.4% (compared to 2020).
